The Pai Mei sequence is Tarantino at his most purely cinematic: a training montage drawn from Shaw Brothers films, scored to a needle drop that shouldn't work and does, building toward a skill that pays off an hour later in the final scene with Bill. That kind of structural patience, setting up a payoff the audience doesn't know is coming, is craft Tarantino has mostly abandoned. Once Upon a Time doesn't set up payoffs. It meanders through 1969 Los Angeles, trusting atmosphere and affection to substitute for narrative momentum. When the structured film leads, it's because setup and payoff are more satisfying than drift, however gorgeous the drift.
